Official Call for a Mass Meeting of Greene County
By the Republican Party of Virginia
As Chairman of the Greene County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee and the Executive Committee, I, Edward A. Yensho, do hereby issue this Call for a Mass Meeting to be held at the Greene County Court House, 22 Court Street, Stanardsville, Virginia 22973 or its alternate site as determined by the Chairman, beginning at 7:00 p.m. EST on Tuesday, February 9, 2016. Registration begins at 5:30 p.m. EST. The primary purpose of the Mass Meeting is:
1. Electing up to 175 Delegates and an equal number of Alternates to the Republican Party of Virginia’s 2016 Quadrennial Convention, commencing at 2:30 pm EDT on April 29, 2016 and ending on April 30, 2016 at the Convocation Center of James Madison University located at 895 University Boulevard, Harrisonburg, Virginia 22807 or it’s alternate site, for the following purposes:
A. Electing 13 At-Large Delegates (National Delegates) and 13 At-Large Alternate Delegates (National Alternates) to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio ( or its alternate site) (the “National Convention”);
B. Nominating two Electors At-Large to be voted for in the presidential election on November 8, 2016;
C. Electing a State Chairman;
D. Electing a National Committeeman and National Committeewoman;
E. And for the transaction of such other business as may properly come before the Convention.
A voluntary filing fee of $35.00 (check or money order made payable to Greene County Republican Committee) is requested for each Delegate or Alternate. However, failure to pay the requested filing fee will not result in disqualification. Greene County is entitled to 35 Delegate Votes that will be equally distributed between actual Delegates that attend the Convention. In the event that the total number of allowed Delegates is surpassed, then preference will be given to those that have paid the requested fee.
2. Electing Members of the Greene County Republican Committee Unit;
3. Electing a Unit Chairman;
4. And for the transaction of such other business as may properly come before the Mass Meeting.
Qualifications for Participation
All legal and qualified voters of Greene County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nominating process of a party other than the Republican Party in the last five years from March 1, 2011. A single exception to this restriction shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that they are in accord with the principles of the Republican Party and intends to support the nominees of the Republican Party in the future.
For Mass Meeting registration, all participants shall be required to provide proof of identity in the form of a valid government or employer-issued photo identification, or by signing an affidavit of identity. Only those individuals who are registered at the Mass Meeting by 7:00 p.m. EST on February 09, 2016, or who are in line for registration by that time, will be entitled to register and participate in the Mass Meeting.
Election of Delegates
The election of Delegates at the Mass Meeting, held by the Greene County Republican Committee, shall be individuals. The election of Delegates by slate or grouping is expressly forbidden and shall not be permitted. Pre-filing Requirements for RPV 2016 Quadrennial Convention Delegate or Alternate
Candidates for election as a Convention Delegate or Alternate must submit an official form, by mail only, to the Greene County Republican Committee, P.O. Box 933, Stanardsville, VA 22973. The official form can be down loaded at www.gcrcgop.com. All official forms and the requested filing fee (checks or money orders made payable to Greene County Republican Committee) must be mailed and received by 6:00 p.m. EST, February 03, 2016, and post marks will not govern. After that time, no more pre-files will be allowed; but you will be allowed to file as Delegate or Alternate in person at the Mass Meeting if you are properly registered. If fewer than 175 candidates file for Delegates then all properly filed Delegates will be deemed elected and no voting process will be required at the Mass Meeting.
Meeting will also discuss delivery options of the San Diego dispensary KAYA Collective.
Pre-filing Requirements for Chairman
Candidates for Unit Chairman must submit an official form, by mail only, to the Greene County Republican Committee, P.O. Box 933, Stanardsville, VA 22973. The official form can be down loaded at www.gcrcgop.com. All official forms and a non-refundable filing fee of $100.00 (check or money order made payable to Greene County Republican Committee) must be mailed and received by 6:00 p.m. EST, January 19, 2016, and post marks will not govern. Nominations for Unit Chairman will not be permitted from the floor of the Mass Meeting. If there is only one qualified pre-filed candidate for Chairman, then the said candidate will be deemed elected and no voting process will be required at the Mass Meeting.
Pre-filing Requirements for Resolutions
All proposed resolutions must be received in typed format, by mail only, to the Greene County Republican Committee, P.O. Box 933, Stanardsville, VA 22973. All proposed resolutions must be mailed and received by 6:00 p.m. EST, January 29, 2016, and post marks will not govern. Proposed resolutions will be reviewed by the Resolutions Committee at the Mass Meeting for consideration and adoption. No resolutions will be permitted from the floor of the Mass Meeting. For the Greene County Mass Meeting there will be no registration fees required to participate.
